Eligibility: Open to residents of Delaware, Dubuque, Cedar, Clinton, and Jackson Counties that meet the financial guidelines.Service Description: Provides loan or grant money to limited-income owners of single family homes make repairs to make home safer or to remove health and safety hazardsAKA: ECIABackground Checks: N/AComments:*Lead Paint and Healthy Homes Program: Available for homes or rental properties built before 1978. Funding may be available to assist with new windows, siding, and other improvements.*Healthy Homes Program: Focus is on water infiltration/indoor air quality, but other issues can be addressed such as replacing roofs, cracked windows, removing exterior/interior hazards, removing trip hazards, adding handrails, and extermination of pests.*Older Adults Home Modification Program: Must be 62+ and own the home. A ECIA Healthy Home Specialist and a MercyOne Occupational Therapist will identify and prioritize necessary changes in the home. Examples of projects that may be completed include grab bars, installation of toilet risers and comfort height toilets, ramps, handrails, easy open locks, walkway/pathways.*Must complete application.
